How it works

From signup to submission in under 10 minutes

01

Create your free GC profile

Enter your company details, certifications (HUB, SBE, DBE, MBE), bonding capacity, and NAICS codes once. Every program you bid uses the same profile.

02

Calculate your 7-factor coefficient

Enter your F1–F7 adjustment factors. The platform calculates your Award Criteria Figure (ACF) instantly using the DC ISD weighted formula — the same math the agency uses to rank submissions.

03

Submit digitally to any open program

Browse open JOC solicitations from Texas agencies. Submit your coefficients with one click — no PDFs, no email attachments, no fax machines.

04

Track your rank in real time

See your ACF benchmarked against the typical winning range. Know if you're competitive before the award date so you can adjust on future bids.

The ACF Formula

Know your number before you submit

Most GCs submit JOC coefficients without knowing their Award Criteria Figure. PreCon JOC calculates your ACF live as you enter your 7 factors — using the same weighted formula agencies use to rank submissions.

The ACF benchmarking tool shows you how your number compares to the typical winning range, so you can price competitively without leaving money on the table.

ACF = weighted average of F1–F7

Frequently asked questions

What is a JOC coefficient?

A Job Order Contract coefficient is the multiplier your company applies to the agency's published unit price book (built on RS Means costs). A coefficient of 1.0823 means you'll perform the work at 8.23% above the RS Means bare cost. Agencies rank GCs by their Award Criteria Figure — a weighted composite of 7 different coefficients covering normal hours, prevailing wage, Davis-Bacon, and non-pre-priced work.

How is the Award Criteria Figure (ACF) calculated?

The ACF is a weighted average of your 7 adjustment factors (F1–F7). The DC ISD formula weights F3 (normal hours, prevailing wage) most heavily at 30%, F1 (normal hours, non-prevailing) at 20%, and the remaining five factors at 10% each. The lowest ACF wins.

Do I need a paid plan to submit coefficients?

No. The GC Free plan lets you submit to one active program at no cost. GC Pro ($49/month) unlocks unlimited concurrent submissions, PDF export of your submission packet, and full bid history with ACF benchmarking.
